USU Hosts STIK Lemdiklat Polri Research Team to Discuss a Risk Management-Based Policing Model

HUMAS USU – The Director of the Directorate of Collaboration and Internationalization at Universitas Sumatera Utara (USU), Prof. Dr. dr. Dewi Masyithah Darlan, DAP&E, MPH, Sp.ParK, welcomed the Research Team from the Police Science College (STIK) of the Indonesian National Police Education and Training Institute (Lemdiklat Polri) during the 2026 STIK Lemdiklat Polri Research Focus Group Discussion (FGD), themed "Reconstructing a Risk Management-Based Policing Model for Disaster Management (A Legal Perspective)," on Wednesday (July 8, 2026), at the USU Academic Senate Room.
In her opening remarks, Prof. Dewi Masyithah stated that Indonesia is highly vulnerable to disasters. Therefore, disaster management must be supported by a risk management-based system, cross-sectoral coordination, and legal certainty.
"The Indonesian National Police play an important role not only in maintaining public security and order, but also in disaster mitigation, preparedness, emergency response, community protection, and post-disaster recovery," she said.
According to her, the theme of the FGD is highly relevant because it integrates legal perspectives, policing, risk management, and disaster management. She emphasized that reconstructing a policing model requires input from various academic disciplines as well as practical field experience.
Prof. Dewi Masyithah further affirmed that USU is committed to supporting evidence-based research, contributing to the formulation of policy recommendations, and expanding strategic collaboration with the Indonesian National Police through research and academic partnerships.
Meanwhile, the Head of the Legal and Human Rights Research Division at PTIK STIK Lemdiklat Polri, Senior Commissioner of Police Dr. Tagor Hutapea, S.I.K., M.Si., explained that the discussion was intended to strengthen research collaboration between Lemdiklat Polri and Universitas Sumatera Utara.
"The overall objective of Lemdiklat Polri is to enable universities within the Indonesian National Police to establish research collaborations and conduct joint studies with Universitas Sumatera Utara," he said.
Tagor explained that the discussion focused on reconstructing a policing model for disaster management using a risk management approach. He expressed hope that USU academics would provide valuable insights to strengthen the proposed model.
"We look forward to receiving input from USU experts on disaster management. In the future, we also hope this collaboration can be expanded to include other research topics," he concluded.
