PROCEDURES FOR THE IMPOSITION OF A SINGLE TUITION FEE TARIFF GROUP

AND INSTITUTIONAL DEVELOPMENT FEE (IPI)

NEW UNDERGRADUATE AND DIPLOMA PROGRAM STUDENTS

NATIONAL SELECTION BASED ON MERIT, NATIONAL SELECTION BASED ON TEST

AND INDEPENDENT-SELECTION IN UNIVERSITAS SUMATERA UTARA

RECTOR OF UNIVERSITAS SUMATERA UTARA

Considering:

a. that in implementing the intent of Article 76 paragraph (3)
Law Number 12 of 2012 concerning higher education, universities or higher education administrators receive payments that students bear to finance their studies in accordance with the ability of students, parents of students, or those who finance them;

b. that in the imposition of the Single Tuition Fee (UKT) and Institutional Development Fee (IPI) for New Undergraduate and Diploma Program Students in the Entrance Path of National Selection Based on Achievement, National Selection Based on Test and Independent Selection within Universitas Sumatera Utara, it is necessary to determine the procedures for its implementation; and

c. that based on the consideration of letters a and b, it is necessary to stipulate the Decree of the Rector Universitas Sumatera Utara concerning the Procedures for the Imposition of Single Tuition Fee (UKT) and Institutional Development Fee (IPI) for New Students of Undergraduate and Diploma Programs in the Entrance Path of National Selection Based on Achievement, National Selection Based on Test and Independent Selection within Universitas Sumatera Utara.

Remembering:
1. Law Number 20 of 2003 on the National Education System (State Gazette of the Republic of Indonesia Year 2003);
2. Law Number 12 of 2012 on Higher Education (State Gazette of the Republic of Indonesia Year 2012);
3. Government Regulation Number 16 of 2014 concerning the Statute of Universitas Sumatera Utara (State Gazette of the Republic of Indonesia Year 2014);
4. Government Regulation Number 8 of 2020 concerning Amendments to Government Regulation Number 26 of 2015 concerning the Form and Mechanism of Funding for State Universities with Legal Entity Status;
5. Regulation of the Minister of Research, Technology and Higher Education Number 39 of 2016 concerning Single Tuition Fees and Single Tuition Fees at State Universities within the Ministry of Research, Technology and Higher Education (State Gazette of the Republic of Indonesia Year 2016);
6. Decree of the Minister of Education, Culture, Research, and Technology of the Republic of Indonesia Number 2 of 2024 Concerning the Standard Unit Cost of Higher Education Operational Costs at State Universities within the Ministry of Education, Culture, Research, and Technology;
7. Decree of the Minister of Education, Culture, Research, and Technology of the Republic of Indonesia Number 54/P/2024 concerning the Amount of Standard Unit Costs for Higher Education Operations;
8. The Board of Trustees Regulation Number 1 of 2022 concerning the Organization and Governance of Universitas Sumatera Utara as amended by the Board of Trustees Regulation Number 2 of 2023 concerning Amendments to the Board of Trustees Regulation Number 1 of 2022 concerning the Organization and Governance of Universitas Sumatera Utara;
9. Rector's Regulation of Universitas Sumatera Utara Number 12 of 2022 concerning the Financial Management of Universitas Sumatera Utara; and
10. Rector's Regulation of Universitas Sumatera Utara Number 13 of 2022 concerning Academic Regulations for Bachelor, Master, and Doctoral Programs at Universitas Sumatera Utara

DECIDES:

To stipulate:

DECISION OF THE RECTOR OF UNIVERSITAS SUMATERA UTARA ON THE PROCEDURES FOR IMPOSITION OF THE SINGLE TUITION FEE (UKT) AND INSTITUTIONAL DEVELOPMENT FEE (IPI) GROUP FOR NEW STUDENTS OF BACHELOR AND DIPLOMA PROGRAMS THROUGH THE NATIONAL SELECTION PATH BASED ON ACHIEVEMENT, NATIONAL SELECTION BASED ON TESTS AND INDEPENDENT SELECTION AT UNIVERSITAS SUMATERA UTARA.

FIRST: To stipulate the Procedure for Imposing the Single Tuition Fee (UKT) Group for New Students of Undergraduate and Diploma Study Programs through the National Selection Path Based on Merit, National Selection Based on Tests, and Independent Selection, as well as the Procedure for Imposing the Institutional Development Fee (IPI) for New Students of Undergraduate and Diploma Study Programs through the Independent Entry Path at Universitas Sumatera Utara.

SECOND: The Single Tuition Fee (UKT) and Institutional Development Fee (IPI) rates, as referred to in the First Dictum, consist of 8 (eight) groups stipulated in a separate Rector's decree.

THIRD: The Single Tuition Fee (UKT), as referred to in the First Dictum, is a single tuition fee per semester borne by each student based on the economic capacity of the student, the student's parents, and/or other parties financing the student.

FOURTH: The economic capacity of the student, the student's parents, and/or other parties financing the student as referred to in the Third Dictum used as the basis for imposing the UKT rate groups are: a. 17.5% of the income and/or earnings of the student, the student's parents, or other parties financing the student if the student is the only one studying in one family; or b. 12.5% ​​of the income and/or earnings of the student, the student's parents, or other parties financing the student if the student has 1 (one) sibling who is studying in one family; or c. 10% of the income and/or earnings of students, parents of students, or other parties who finance them if the student has 2 (two) or more siblings who are studying in one family.

FIFTH: The economic capacity of students, parents of students, and/or other parties who finance them as referred to in the Third Dictum, is calculated for one semester based on the results of verification and validation of supporting data on economic capacity filled in by students on the UKT Registration application (uktdatareg.usu.ac.id), and/or based on field assessments.

SIXTH: Verification and Validation of data on the Economic Capacity of Students as stated in the Fifth Dictum in accordance with the guidelines for verification and validation of data on the economic capacity of students, parents of students, and/or other parties who finance them as stipulated in a separate Rector's decision.

SEVENTH: The Single Tuition Fee (UKT) that students must pay, parents of students or parties who finance them as referred to in the Second Dictum is determined based on: a. UKT Group that is in accordance with economic capacity; and b. If economic ability is between 2 (two) UKT groups, then the highest UKT group among the 2 (two) UKT groups is taken.

EIGHTH: Single Tuition Fee (UKT), as referred to in the Seventh Dictum, is imposed from semester I (First) to the last semester of the student's study period.

NINTH: Institutional Development Fee (IPI), as referred to in the First Dictum, is a fee imposed on New Students of Undergraduate and Diploma Study Programs through the Independent Entry Path as a contribution to the development of higher education.

TENTH: The imposition of the Institutional Development Fee (IPI) group as referred to in the First Dictum is the same as the Single Tuition Fee (UKT) rate group imposed on each student.

ELEVENTH: The Institutional Development Fee (IPI), as referred to in the Tenth Dictum, is imposed only once during the lecture, and the payment is completed before the student enters the second semester with a maximum installment frequency of three times.

TWELFTH: The Single Tuition Fee (UKT) and Institutional Development Fee (IPI) rates, as referred to in the First Dictum, are imposed on New Students of Undergraduate and Diploma Study Programs at Universitas Sumatera Utara starting in the 2024/2025 Academic Year.

THIRTEENTH: The Single Tuition Fee (UKT) and Institutional Development Fee (IPI) rates, as referred to in the Second Dictum, can be reviewed if the following things occur: a. Changes in the economic conditions of students, parents of students, and/or other parties who finance them; b. Errors in filling in data with acceptable reasons; and c. Changes to the student's study program/level of education due to academic reasons.

FOURTEENTH A separate rector's decision stipulates the review of the Single Tuition Fee (UKT) and Institutional Development Fee (IPI) as referred to in the Thirteenth Dictum.

FIFTEENTH: The value of the Single Tuition Fee (UKT) and/or Institutional Development Fee (IPI) for students accepted through the KIPK program, Affirmation or other programs not mentioned in this Rector's Decision is stipulated in a separate Rector's decision.

SIXTEENTH: When this Rector's Decision comes into effect, the Decree of the Rector of Universitas Sumatera Utara Number 909/UN5.1.R/SK/KEU/2023 concerning Guidelines for Determining the Category of the Single Tuition Fee (UKT) Group for New Students of the Undergraduate (S1) and Diploma (D3) Programs at Universitas Sumatera Utara is revoked and declared invalid.

SEVENTEENTH: This decision is effective as of April 2024.
