“Universitas Sumatera Utara serves as one of the laboratories for the development and strengthening of the legal system. This is important not only for strengthening the aspirations of the public in relation to the government, but also for exploring dispute resolution mechanisms that do not necessarily have to go through the courts,” he said.

USU PUBLIC RELATIONS – Universitas Sumatera Utara (USU) hosted an Academic Engagement activity aimed at strengthening the academic foundation of the Adhyaksa Chamber on Wednesday (October 14, 2026). Held at the Prof. Dr. Suhadji Hadibroto Hall, Faculty of Economics and Business (FEB) USU, the activity discussed efforts to resolve disputes in the public sector to support legal certainty and a favorable investment climate in Indonesia.

USU Rector, Prof. Dr. Muryanto Amin, S.Sos., M.Si., stated in his remarks that the activity served as a forum for discussion between the Prosecutor’s Office and academics. According to him, USU has an important role in supporting legal development, particularly through the expertise of its academics, who can provide input on various legal issues.

“Universitas Sumatera Utara serves as one of the laboratories for the development and strengthening of the legal system. This is important not only for strengthening the aspirations of the public in relation to the government, but also for exploring dispute resolution mechanisms that do not necessarily have to go through the courts,” he said.

He also highlighted the challenges faced by public universities in managing assets and establishing partnerships. According to him, lengthy processes can hinder asset utilization and business development. Therefore, he expressed hope that the discussion would generate ideas that could help provide legal certainty while strengthening inter-institutional cooperation.

“We hope that this activity can provide various views and recommendations that can serve as a basis for utilizing the available resources and finding solutions to issues that have yet to be fully resolved,” he added.

The Junior Attorney General for Civil and Administrative Matters, Prof. (H.C.) Dr. R. Narendra Jatna, S.H., LL.M., explained that the establishment of the Adhyaksa Chamber stemmed from the need to strengthen the Prosecutor’s Office’s role in addressing legal issues in the public sector. He noted that disputes do not always have to end up in court, particularly when there are alternative avenues that can be pursued in accordance with applicable laws and regulations.

“When we are unable to do something, we often blame others. In fact, what we need to do is look again at what we can improve. Likewise, in building an institution, we must ensure that the steps we take are aligned with the goals of national development,” he explained.

He also emphasized the importance of establishing a clear foundation and standards so that the Adhyaksa Chamber can develop properly. Through this academic forum, he hoped that input from academics could help formulate concepts and working mechanisms suited to Indonesia’s needs.

“Going forward, I want us to standardize the system through minimum certification requirements so that there is a unified approach. We need to build a strong foundation so that this institution can carry out its functions properly,” he said.

The Head of the North Sumatra High Prosecutor’s Office, Muhibuddin, S.H., M.H., stated that resolving disputes through litigation often requires considerable time and costs. This situation can hinder strategic government projects and affect relations among state institutions, regional governments, state-owned enterprises (BUMN), and regionally owned enterprises (BUMD). Therefore, he viewed the Adhyaksa Chamber as one of the efforts to promote more effective dispute resolution.

“For us at the regional level, the presence of the Adhyaksa Chamber provides clear direction for the Prosecutor’s Office, not only as a party appearing in court proceedings, but also as a center for state mediation and a forum for managing legal risks in development,” he said.

Professor at the Faculty of Law of USU, Prof. Dr. Ningrum Natasya Sirait, S.H., M.L.I., welcomed the involvement of the university from the early stages of establishing the Adhyaksa Chamber. According to her, higher education institutions play an important role in providing studies and input on emerging issues, including those in the field of law.

“A university is a major center for research and teaching. Therefore, whenever a new issue emerges, academics will certainly be called upon. USU has many experts and extensive experience, so I am very positive and confident about this involvement,” she said.

Secretary of the Doctoral Program in Law at USU, Dr. Afnila, S.H., M.Hum., expressed hope that this collaboration would also enhance students’ competencies and their understanding of the duties and functions of the Prosecutor’s Office.

“The hope is that our students and the younger generation will have stronger competencies. They will also gain a better understanding of what the Prosecutor’s Office actually is and what its functions are,” she said.

Through this activity, USU and the Prosecutor’s Office are expected to continue building collaboration in legal development. The discussions are also expected to serve as input in formulating policies and mechanisms for the Adhyaksa Chamber, thereby supporting dispute resolution in the public sector and providing legal certainty for various stakeholders.
