The Faculty of Medicine, Universitas Sumatera Utara (FK USU) conducted a comprehensive disaster emergency response program in 2025, providing multidisciplinary healthcare services to disaster-affected communities across North Sumatra and Aceh.
USU PR – The Faculty of Medicine, Universitas Sumatera Utara (FK USU) implemented the 2025 Disaster Emergency Community Service Program as a manifestation of concern and social responsibility toward communities affected by disasters in North Sumatra and Aceh. The program was carried out from November to the end of December 2025 and reached the regions of Central Tapanuli, South Tapanuli, Langkat Regency, Medan City, and Aceh Tamiang.
The program was implemented through cross-sector collaboration involving professional organizations, the Indonesian National Armed Forces (TNI), the National Police (Polri), and local governments. FK USU deployed multidisciplinary medical personnel consisting of specialist doctors, general practitioners and medical residents (PPDS), psychologists, nurses, pharmacists, medical students, and supporting volunteers. Logistical and facility support from the Ministry of Higher Education, Science, and Technology further strengthened healthcare operations to ensure optimal service delivery and equitable coverage across affected areas.
Throughout the program’s implementation, the FK USU Medical Team provided healthcare services to 15,797 disaster-affected residents. The services were comprehensive in nature, covering emergency and trauma care, infectious and systemic diseases, maternal and child health services, management of non-emergency acute illnesses, continuity of care for chronic diseases with interrupted treatment, referral services, as well as mental health and psychosocial support for affected communities. FK USU also established emergency posts at Pandan Regional General Hospital (RSUD Pandan), Central Tapanuli Regency, and at the Aceh Tamiang Regent’s Office, serving as centers for healthcare services, medical team coordination, and humanitarian aid distribution.
As of the data update on 28 December 2025, FK USU had mobilized a total of 643 healthcare personnel and support staff, consisting of 178 specialist doctors, 317 general practitioners and PPDS, 62 nurses, 5 midwives, 20 medical clerkship doctors, 10 pharmacists, 17 psychologists, 14 supporting staff members, and 20 additional volunteers. All personnel were deployed gradually and in a measured manner based on field needs.
From an academic perspective, the 178 specialist doctors represented various disaster-priority disciplines, including Pediatrics (69), Internal Medicine (31), Anatomical Pathology (19), Surgery (10), Obstetrics and Gynecology (10), Cardiology and Vascular Medicine (8), as well as other fields such as anesthesiology and intensive care, psychiatry, orthopaedics and traumatology, dermatology, radiology, forensic medicine, and primary healthcare services. This composition enabled the provision of comprehensive healthcare services, from the acute phase through recovery support.
Operationally, FK USU recorded 189 field service activities, comprising Aceh Tamiang (79 activities), Central Tapanuli (41), South Tapanuli (32), Langkat Regency (25), and Medan City (12). In Aceh Tamiang, services covered 10 subdistricts, with the highest number of visits in Karang Baru and Rantau Subdistricts. In Central Tapanuli, services were delivered in 12 subdistricts, with the highest concentration in Tukka Subdistrict. Meanwhile, in South Tapanuli, services were focused in Batang Toru Subdistrict. In Langkat and Medan, the FK USU team reached several densely populated subdistricts directly affected by flooding.
The Coordinator of the FK USU Medical Team, dr. Inke Nadia Diniyanti Lubis, PGDip PID FAAET, M.Ked(Ped), Sp.A, Ph.D, explained that the intensity and scale of these services reflect a sustainable disaster response approach. According to her, disaster management cannot be conducted sporadically or through one-time visits, but rather requires a consistent medical team presence that is adaptive to field conditions and evolving needs.
By the end of December 2025, the FK USU Medical Team had conducted 190 field deployments involving multidisciplinary healthcare personnel to ensure equitable access to healthcare services and to support comprehensive physical and psychosocial recovery for affected communities.
In addition to medical services, FK USU also distributed logistical assistance in the form of clean water, mosquito nets, mattresses, blankets, wearable clothing, and rubber boots to support basic needs and community safety. As part of a medium-term recovery strategy, FK USU plans to construct clean water facilities by establishing bore wells at six locations in Aceh Tamiang: Aceh Tamiang Regional General Hospital (RSUD Aceh Tamiang), Tamiang Hulu Community Health Center, Gelung Village, Kotalintang Atas, Kampung Landu, and Rantau Bintang Village. These facilities are expected to ensure sustainable access to clean water and support post-disaster disease prevention.
Through multidisciplinary engagement and a wide scale of service delivery, FK USU reaffirms its role as a medical education institution that actively participates in disaster emergency response. This commitment is demonstrated not only during the emergency phase but also through sustained support for the physical and psychosocial recovery of affected communities in disaster-impacted regions.
