This international collaborative research examines the Muslim-friendly tourism model in North Sumatra Province, drawing lessons from Penang, Malaysia, and West Sumatra. The study highlights best practices, challenges, and policy recommendations using a SWOT analysis for developing halal tourism in Simalungun Regency through community empowerment and regulatory support.

International Collaborative Research conducted by Prof.Dr. Ningrum Natasha Sirait, S.H., MLI, and the team on the Muslim-Friendly Tourism Model in North Sumatra Province (Learning from Penang-Malaysia and West Sumatra-Indonesia Province). The results of the study show that (i) the Islamic Tourism Center (Ministry of Tourism, Arts, and Culture, Malaysia) is an Islamic Tourism Center that provides guidelines, directions, and information on the management of the implementation of Halal Tourism in Islamic tourism in Malaysia.

One of the programs developed is the provision of Muslim-Friendly Tourism and Hospitality Assurance and Recognition (MFAR) as a recognition to tourism actors who comply with Muslim-friendly tourism guidelines; (ii) West Sumatra Province has developed a strategy in the form of a cultural approach, a legal approach, and awards for business actors supporting halal tourism implementation programs in halal tourism destination areas as stipulated in the Decree of the Governor of West Sumatra Number 556-409-2022 dated May 13, 2022 concerning the Determination of the Halal Tourism Attraction Ranking of West Sumatra Province in 2022 (monitored and re-evaluated in 2023).

The rewards given are in the form of training, facilitation for business actors (as a pilot project to have a halal certificate for free), and the development of halal accommodation concepts (Halal Hotels and Homestays); (iii) The North Sumatra Provincial Government, especially the Simalungun Regency Government (as a pilot location) still has limitations in developing halal tourism. One of the steps taken is through the output of current research, namely academic manuscripts and draft regional regulations on the implementation of halal tourism.

In conclusion, the Muslim-Friendly Tourism Model in North Sumatra Province (Lessons from Penang-Malysia and West Sumatra-Indonesia Province) provides a critical picture in the form of SWOT on the potential development of halal tourism implementation models in non-Muslim areas. community in Simalungun Regency as a model. The recommendation of this study is to continue research that focuses on the development of learning outcomes in West Sumatra Province and Penang-Malaysia to try and adapt it to the culture and legal regulations that apply in Simalungun Regency. The approach that can be used is community empowerment. Where the community (accommodation and community-based consumption business actors) are involved as partners. The mandatory outputs of this research are (1) the design of international conference proceedings; (2) draft publications in international journals; (3) a draft of the research book; and (4) the framework of the academic manuscript of the draft regional regulation on the implementation of halal tourism in Simalungun Regency.
